What can I do with this paper (provisional certificate)?

Almost everything, specifically:

- open a bank account (with some caveats, but it is possible)
- get a tax number (CUIT/CUIL)
- register for monotributo
- enrol children in school or kindergarten
- get a motorcycle or car licence for 3 months, renewable without sitting the exam again
